Staff Announcement: IIS

Dear Colleagues,

The Directorate for Computer and Information Science and Engineering (CISE) announces a nationwide search to fill the position of Director, Division of Information and Intelligent Systems (IIS). Formal consideration of interested applicants will begin on March 17, 2014 and continue until a selection is made. Appointment to this position may be under the Intergovernmental Personnel Act (IPA) provisions1. Alternatively, the incumbent may be assigned on a one- to three-year limited-term Senior Executive Service (SES) position.

CISE Division Directors bear the primary responsibility for ensuring that NSF supports innovative and merit-reviewed activities in basic research and education that advance our field. To discharge this responsibility requires not only knowledge in the appropriate disciplines, but also a commitment to high standards, a considerable breadth of interest and receptivity to new ideas, a strong sense of fairness, good judgment, and a high degree of personal integrity.

DDs plays a critical role on the Directorate's management team, as well as directing the activities of his or her Division; implementing overall scientific strategic planning and policy setting within the context of the Division; providing leadership and guidance to Division staff members; determining funding requirements and budget estimates; balancing scientific program needs; overseeing the evaluation of proposals and recommendations for awards and declinations; and representing CISE and NSF to relevant stakeholder groups both within and outside the agency.

The NSF Division of Information and intelligent Systems (IIS) is responsible for programs with a total annual budget of approximately $176 million. The Division studies the inter-related roles of people, computers, and information. IIS supports research and education activities that 1) develop new knowledge about the role of people in the design and use of information technology; 2) increase our capability to create, manage, and understand data and information in circumstances ranging from personal computers to globally-distributed systems; and 3) advance our understanding of how computational systems can exhibit the hallmarks of intelligence.

The successful candidate will possess an established record of significant achievement in research administration as well as leadership responsibility in academe, industry or government. In addition to having a strong record of research and education accomplishments within his or her technical communities, the Division Director must be experienced and competent in technical, financial, and administrative management. He/she must work well with people, be an effective communicator, and act as a mentor to continuously develop the diversity of talents and skills of his or her colleagues at all levels.

1 Intergovernmental Personnel Act (IPA) Assignment: This position may be filled under provisions of the Intergovernmental Personnel Act (IPA). Individuals eligible for an IPA assignment with a Federal agency include employees of state and local government agencies, institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period of up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides funding toward the assignee's salary and benefits. Essential

PROFESSIONAL/TECHNICAL

Essential

  1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in computer and information science and engineering.
  2. Familiarity with Federal, academic and industrial research and education initiatives focused on state-of-the-art computer and information science and engineering.
  3. Demonstrated knowledge of relevant academic community, recognized professional standing and strong evidence of scholarship focusing on computer and information science and engineering, including publication of research, and recognized effective, innovative leadership in research administration as evidenced by publications and/or professional leadership and awards.
  4. Skill in recognizing, developing and implementing approaches and programs, which build on the expertise and knowledge of researchers and educators in multiple disciplines to develop solutions to important cross-cutting research and education problems.
