Center Mission and Rationale
CITeR is a National Science Foundation (NSF) Industry/University Cooperative Research Center (I/UCRC). Its
mission to advance identification technology is strongly focused in the areas of biometric systems and
credibility assessment. Our portfolio of activities achieve this mission through cross-cutting research of
emerging enabling technologies, interdisciplinary training of scientists and engineers, and facilitation of
technology transfer to the private and government sectors through its affiliates.
CITeR is an NSF multi-university I/UCRC with two sites. West Virginia University is the Center's founding and
lead site focusing on biometrics and related identification technology and systems. The University of Arizona is
the Center's second site focusing on credibility assessment systems. Each CITeR University site maintains and
develops interdisciplinary collaborative partnerships with other academic institutions to effectively respond to
affiliate research needs.
CITeR is the only NSF I/UCRC focusing on serving its affiliates in the rapidly growing areas of Biometric
Identification and Credibility Assessment Technology.
Research Program
CITeR's research portfolio advances the forefront of understanding in biometrics and credibility assessment in
the following areas central to realization of next generation identification management systems necessary for

Education
Faculty at CITeR's WVU site have developed a set of innovative programs at the undergraduate and graduate
levels for students interested in pursuing a degree, certificate or emphasis in biometrics. Each of these
programs dovetails with the Center's research through student senior design and research projects. WVU created
the first Bachelor's degree program in Biometric Systems. The program has a strong interdisciplinary foundation,
relying upon courses from traditional Computer and Electrical Engineering curricula, Biology and Statistics, with
an emphasis on signal and image processing, and biometric applications. At the graduate level, students can pursue
a 15 credit hour certificate program in Biometrics and Information Assurance. Alternatively, students pursuing
Masters Degrees in Computer Science, Electrical Engineering or Software Engineering at WVU may elect to take
courses which form an emphasis area in Biometrics and Information Assurance.
WVU is the founding site of the Student Society for the Advancement of Biometrics (SSAB), a student organization
focused on professional development in biometrics and identification technology. The SSAB engages in broad-based
professional development by organizing visits to companies and government labs and by publicizing internship offers
from various organizations.
