PHASE II FASTLANE STEP-BY-STEP Instructions

Remember you Must submit a Phase
I Final Report before submitting a Phase II proposal.
To ensure that your SBIR/STTR Phase II proposal
uses the correct FastLane forms please reference: Phase
II Submission Requirements/
For Assistance Please Call the FastLane Help Desk at
1-800-673-61881. Go to the FastLane home page http://www.fastlane.nsf.gov2. Select the 'Proposal, Awards & Status'link 3. Fill in Log In information -- (into the
PI/CO-PI Login box) Note: The PI for the Phase I grant is
the only one permitted to start the Phase II proposal. If
a PI change has not been officially approved by NSF, this will significantly
impact the submission of a Phase II proposal -- call your Program
Officer.
- Last Name
- Social Security Number
- Password
- Click on "Log-in"
4. The next screen will be the 'Principal
Investigator (PI)/Co-Principal Investigator (CO-PI) Management'
- Select the 'Proposal Functions' link
5. The Proposal Functions screen will
give you several options.
- Select the 'Proposal Preparation' link
6. The 'Principal Investigator (PI) Information' will appear.
- Check the PI information for accuracy.- You may choose to update or edit PI information
by selecting the "Edit PI Information" button, or- You may choose to prepare your proposal
by selecting the "Prepare Proposal" button.
7. Once you select to prepare your proposal
the 'Proposal Actions' Screen appears
- Scroll down past the "Temp Proposals
in Progress" section to the "New Proposals" section - Click on "SBIR/STTR Phase II" button
(located under the Create New Proposal header).
8. The "SBIR/STTR Phase I Selector" screen
appears. Important! You will see a listing of your company's
SBIR/STTR Phase I Awards on which you serve as PI.
- Highlight the SBIR/STTR Phase
I award for which you are submitting a Phase II proposal from
the SBIR/STTR Phase I Awards.- If NO Awards appear; type in the Phase
I Award Number - Scroll down and click on the "Use"
button
9. The Form Preparation screen appears. - You will see a "Forms for Temp
Proposal #". This number allows you to work on your proposal.
When your Fastlane Contact/SRO finally submits your proposal,
your proposal will be assigned an official NSF proposal number.
9.A. Click on " GO" to begin
the Cover Sheet The Cover Sheet has been divided into
4 sections. To complete the cover you must complete the
4 sections.
1. Awardee/Performing/Research
Organization Selection.
* Awardee Organization Info is pre-filled from the PI information
* STTR proposers must add Research Organization information.
Click on the "GO" for Awardee/Performing/Research Organization.
Then click on the "Change Performer/Researcher" button.
* Type a few characters of the institution's Name. Click
the radio button to "Contains" and then click on "Location" (if you can not find this institution, please contact the Fastlane
Help Desk at 1-800-673-6188)
* Highlight the desired institution from the list by clicking
on it, then click on the "Select" button.
A message will appear "Performing Institution Changed" click
"OK"Once all information is provided for
this section, click on "GO BACK" to return to the "Forms for
Temp Proposal #......." Forms Preparation screen. Click "Go" next to Cover Sheet.2. Program Announcement / Solicitation
/ Program Description (all information should be pre-populated)
The Program Announcement/ Solicitation
Number on which you received your Phase I grant appears automatically.
However, if it does not appear, click the "GO" button next
to "Program Annoucement/Solicitation/Program Description No..,
or in response to Grant Proposal Guide (GPG)."
Follow the directions below:
* Within the Program Announcement/Solicitation Number
list, highlight the program announcement number and click
on the "Select" button.
* Highlight the Program and click on the "Select Program" button.
* You should receive a message that "The Unit was added.
This program is associated with only one division."
Click on the "Go Back" button.3. NSF Unit ConsiderationAll the information is pre-populated. If more than one NSF Unit appears on the Current List of related
NSF Units.Click the "GO" NSF Unit Consideration
and scroll down to the Current List of selected NSF Units.
Highlight the correct one and click on "Move to Top".
Highlight incorrect one and click on "Remove". Click on
"GO BACK" to return to the "Cover Sheet Components Form".If you need to change the Unit of Consideration,
click "Go" next to "NSF Unit Consideration." Choose the
correct program and click on the "Select Program" button.
On the next page, you will see this message: "The Unit
was added. This program is associated with only one division."
You should highlight the correct one and click on "Move to Top".
Highlight incorrect one and click on "Remove". Click on
"Go "Back" to return to the "Cover Sheet Components Forn."4. Click "GO" Remainder of the
Cover Sheet
Provide the required information to complete the cover sheet.
For example, the following information is required:* Closing Date should be:
July 27, 2005. (You only have two opportunities
to submit, depending on your award date. Check with
your Program Manager.)* Employer Identification Number
(EIN) Taxpayer Identification Number (TIN) must be provided.* Show Previous NSF Award No. Your
Phase I award number should appear, if it does not, you didn't
press the SBIR/STTR Phase II button! (Go back to the Proposal
Actions screen, scroll down to the New Proposals box and select
the SBIR/STTR Phase II button.)* If this is a STTR proposal, make sure
that you enter in the social security number of the STTR Research
Institution Investigator into SSN field provided under the Co-Principal
Investigator (Co-PI) information header.* If proposal is being submitted to another
Federal Agency you MUST provide the information!*Awardee Organization & Performing/Research
Organization (for STTR) should already be filled in.*Make sure you check the information
in the section labeled: Is Awardee Organization:
For Profit
Small Business
Minority Business
Women-owned Business
*Title of Proposed Project - The title
of your SBIR/STTR Phase I project should already be pre-filled. If the title changed, please highlight and type in the corrected
title.* Requested Amount can be left
blank. Once the budget is completed, the cover sheet will upload
the bottom line from the budget to the cover sheet.* Proposal Duration should be filled-in
(typically 24 months)* Requested Starting Date: Realistically,
make it 6-9 months from submission date.* Check the Appropriate boxes as they
apply.* SBIR/STTR Phase II Topic: Select
the Topic from the drop-down menu.
SBIR/STTR Phase II Subtopic Letter(s), required. Please fill in the subtopic area you submitted your Phase I
project under.* The Small Business Concern Certifies
that: A listing of "Yes or No" questions are provided. YOU MUST ANSWER THESE QUESTIONS!!!! * Company Officer (for Business and
Financial Matters) provide name, title and telephone number * Other Information: Provide the
President's Name, Year Firm was Founded; Number of Employees
(including parent, subsidiary, or predecessor), and the average
number of employees of the past 12 months and the number of
employees currently.* For STTR proposers, information
is required on the Research Institution Investigator. The name of the Research Institution is pre-populated, the name
of the Research Investigator, and the telephone number of the
Research Investigator should be entered.* If the proposal has proprietary
information make sure you check the box provided.* Scroll down and answer the Debt
and Debarment Certifications* Provide information on the Authorized
Organizational Representative. Name/Title, Phone, Email
#, and Fax.
Click on "OK". A message will appear,
"Your Cover Sheet has been saved"Click on "OK" to return to the Form Preparation
Screen.9.B. Click on GO "Project Summary"
- The Project Summary screen
appears. The Project Summary has four sections.Reference
the project summary requirements. FastLane Lane Project
Summary Page is basically a blank sheet of paper. The Project
Summary MUST begin with, "This Small Business Innovation Research
Phase II project" or "This Small Business Technology Transfer
Phase II project". The Project Summary must also contain
the Topic Name and Subtopic of the Phase I proposal submitted. - You have three options to prepare the
Project Summary (Use Text Box or Upload PDF, but not both):
1. You can prepare your Project
Summary by using your own word processing package and then
cut & paste your information directly into the text box. 2. You can type directly into
the text box (spell check is not available).3. You may prepare your Project
Summary by attaching a file. For more information on
the type of files that can be attached and uploaded, please
click on the following link: https:www.fastlane.nsf.gov/A1AcceptableFileExten
sions.html (for more detailed information on how to convert
a file to PDF and important tips please to to: FastLane
PDF Creation Hints and Pointers.) Click on the following
link for more details about Uploading
Files. After uploading a file, click on the "Go
Back" button to return to the forms page.
9.C. Click "GO" Project Description
(Parts 1-5 are in this section) Prepare your SBIR/STTR Phase
II Proposal Contents with the specific Parts as outlined on the
SBIR/STTR web page. Reminder, this section cannot exceed 15
pages!***Files no longer have to be in PDF
format*** If you wish to create a PDF file, you
must have software installed on your computer in order to create
PDF files. To upload your PDF file press the browse button and
select the PDF file from your computer (directions on how to
Create
PDF Files). Once you have selected the file, press
the transfer button to start the transfer. This operation
can take several minutes once you have pressed the transfer
button, so please be patient. You must Embed
Your Fonts to be certain your project summary can be viewed
properly at NSF and by reviewers.
*********************************************When PDF file is uploaded, then Click
on "GO BACK" to return to the Form Preparation Screen. 9.D. Click "GO" References Cited. Provide a comprehensive listing of relevant sources.Click "GO" Add/Delete Non Co-PI Senior
Personnel
-Enter the name of the senior person
and click the "Add/Delete Non Co-PI Senior to Proposal" button.
* Repeat this step to add another person.
* Do not add the PI for the STTR Institution. Add
them on the Cover Sheet (for STTR only)
* Add the STTR non Co-PI Senior persons to this section
* To delete a senior person, highlight their name and
click on the "Delete Non Co-PI Senior Person from this proposal" button.
9.E. Click "GO" Biographical
Sketches. Provide relevant biographical information for the
PI and key personnel. Include information on present and
past employment, education (highest degree and year), and professional
experience. Also include relevant biographical information for
subawardees and consultants. Before proceeding to the Budget
Form add the necessary personnel for the budget and/or subawardee
budget.Click "GO" Add/Delete Non Co-PI Senior
Personnel
- "Edit List of Senior Persons
on Proposal" screen will appear.* Click on "Add/Modify Non Co-PI Senior
Personnel to Proposal" button. The individuals you add
will be available for inclusion on the budget for the
company, subaward, or STTR Research Institution budgets.
9.F. Click "GO" Budgets. - The Project Budget Screen will appear
- The company name should be highlighted
- Click on "Add Year" <Year
1 should be highlighted>- Click "Add" The
system will return to the Project Budget Screen. - Click on the hyperlink (under the
Year heading) 1 Funds - PersonnelProvide information for all sections:A. Senior Personnel (add key/senior personnel)
and provide the number of calendar months and proposed cost.B. Other Personnel (provide information
on personnel in the categories listed) provide the number
of calendar months and proposed cost.C. Fringe Benefits (provide a description
of the fringe benefits for Senior Personnel and Other Personnel.)D. Equipment (provide a description of the
equipment and the dollar amount.)E. Tavel (two trips are required for DMII
Grantees Conference @ $2000 each.)F. Participating Support Costs (SBIR/STTR
does not use this budget line item.)G. Other Direct Costs (this includes the
following: 1. Materials and Supplies 2. Publication Costs/Documentation/distrib 3. Consultant Services 4. Computer (ADPE) Services5. Subcontracts6.Other
NOTE -- All budget line items MUST be explainedH. Total Direct Costs (this is the total
of items
A - G)I. Indirect Costs
J. Total Direct And Indirect Costs K. Fee (If requested; maximum equals 7%
of line item J.)L. Total Cost and Fee (this is the total
cost of the proposal).Click on "Calculate & Save"
FOR SUBCONTRACTS OR STTR
RESEARCH INSTITUTIONS BUDGETS (otherwise skip this section, go
to -- 9.F. Budget Justification)- Click "Add Another Organization" button from the Project Budget screen
* Type a few characters of the
Institution's Name. Click the radio button "Contains"
and then click on "Locate" (If you cannot find this institution,
please contact the Fastlane Help Desk at 1-800-673-6188).* Highlight the desired institution from
the list by clicking on it, then click on the "Select" button. * A screen appears with a box entitled
Currently PI is set to either select someone in the box or add
an individual by selecting the "Senior Per" link on
the right hand side.
9.G.Budget Justification. Complete detailed justificationis required.
To complete the budget justification
page:
- Click on "Budget Justification"
Prepare a detailed Budget Justification
for both the Company and if applicable, the Research Institution
and/or Subawardee.
- Cut and Paste the budget justification
into the text box
- Type directly into the text box
- Upload a PDF file
The following items are required to be
addressed in the budget justification:1. Direct Labor
2. Permanent Equipment
3. Travel
4. Materials and Supplies (all
materials & supplies must be broken out.)
5. Publication Costs
6. Consultant Services
7. Computer Services
8. Subawards
9. Other
10. FeeClick on "GO BACK" once all data is supplied.
You will return to the Project Budget Screen; select "GO
BACK" once again to return to the Form Preparation Screen
in order to select the next form.
9.H. Click "GO" Current and Pending
Support. Provide information about all projects and/or
research to which the PI and other senior personnel either have
comitted time or have planned to commit time.9.I. Click "GO" Facilities, Equipment
and other Resources. Provide a description that specifies
significant equipment, instrumentation, computers, and physical
facilities necessary to complete that portion of the research
proposed.9.J. Click "GO" Supplementary
Docs. Please note that either text or files can be uploaded.
You can enter text or upload a file. You must choose one
or the other. **Multiple files can be uploaded** The
following components make up the Supplementary Docs section:
- Payment Schedule and Project
Milestone Chart
- Commercialization Plan and Follow-on Funding Commitment(s)(cannot
exceed 15 pages -- excluding letters of support)
- Company Commercialization History. This section
must be included, if you have ever received a Phase II award;
failure to provide this section will render your proposal as "inappropriate" and the proposal will not continue to the review
process.
* You
must submit using the format described in the Phase
II Proposal Preparation Section.
* All
questions must be answered.
- Phase I Final Report (the 15 page technical section) must
be provided
- For STTR ONLY: (does not count toward the page count) Cooperative Research
Agreement
Upload PDF files then Click on "GO BACK" to return to the Form Preparation Screen. If you are ready to submit, or end your
FastLane session, Scroll down and click on "GO BACK", The
Proposal Actions screen will appear.
10. The next steps
are very IMPORTANT! If you have completed all the above steps you are now ready to submit
your proposal. If you want to print out your proposal before
moving to the submission and printing section below, return to the
Proposal Actions screen and click on "Print". This will give
you a copy of what you have entered into your proposal (this is
not your official proposal). STEPS FOR SUBMITTING AND PRINTING YOUR
SBIR/STTR PHASE II PROPOSAL IMPORTANT: If you have SRO Access
Rights you can use the "Submit SBIR/STTR" button (then skip down
to 11.6 below). If you do not see this button then you do
not have the SRO Access Rights, please follow the directions below!1. To begin the submission process return
to the Proposal Actions screen select and highlight the proposal
you wish to submit and click on "Allow SRO Access".2. A screen appears with three options
(If you are ready to begin the submission process, select #3):
1. Go - Allow SRO to only view proposal
but not submit2. Go - Allow SRO to view and edit but not submit proposal3. Go - Allow SRO to view, edit, and submit
proposal -- Click on this option to allow the SRO to actually
submit the proposal to NSF. A message will appear, "The
SRO now has complete access to proposal <your temporary number>.
Click on "OK"
11. SRO ACCESS STEPS
1. Go to the FastLane Home Page 2. Under the Research Administration
Functions click "Organizational Management"3. The authorized organizational representative
will be asked to provide the following important pieces of information:
- Social Security Number
- Last Name
- Password
4. Click "Login"5. Click on the radio button that says "Submit Proposals to NSF" and click "OK"6. A listing of all the proposals in
progress will appear in the "Proposals in Progress" box, you should
see the work in progress number given to you when you initiated
the FastLane process. This number started with the digit "1". Highlight that work-in-progress number.7. Click "SUBMIT". A message
will return stating if your proposal is Ready for submission. It will list any items that will not prevent submission and
any items that willprevent submission. If you do not have
any listed items that will prevent submission, scroll down through
the information and click on the "Submit" button. You may
see a button labeled "Sign and Submit" if you are the Authorized
Organizational Representative.
If you get the message that your proposal
is not Ready for submission, Check the proposal errors listed
and correct errors in order to submit. Once errors are corrected,
then go through the submit process above.
8. Once a proposal is submitted, the
proposal will move down to the "Submitted Proposals" box.
9. Select "View". Highlight your
proposal, now you can print your official NSF SBIR Phase II proposal.
Select "Print ENTIRE Proposal" and click on "OK". The proposal
will be displayed using Adobe Acrobat Reader. You will also
notice that the proposal number is located in the upper right-hand
corner on the cover sheet.
10. All proposals must be electronically
signed. You do not have to print the cover sheet and sign
certification.
**Please note that after the proposal
is submitted, the Fastlane Contact will have only one hour (after
submission) to make administrative corrections to the budget and
the cover sheet (if necessary). For example, if the proposal
is submitted at 4:57 PM, the Fastlane Contact can make corrections
to the cover sheet and budget up until 5:57 PM. The Fastlane
Contact can do this by:
1. Clicking the "GO" button next to Submit Proposal to NSF.
2. Highlighting the submitted proposal and click on the
"Administrative Corrections" button.
