On Friday, June 25, 2010, NSF and the French Ministry of Higher Education and Research signed a Letter of Intent to expand access to each other's research infrastructure in polar and near-polar regions for collaborative research projects. The cooperation will be focused on both the Arctic and Antarctic regions and will be led by NSF's Office of Polar Programs (OPP) and the French organizations Institut Polaire Français Paul Emile Victor and Centre National de la Recherche Scientifique.  The Letter was signed by Karl Erb, Director of OPP, for the NSF Acting Director, and Valérie Pécresse, French Minister for Higher Education and Research.

The U.S. National Science Foundation propels the nation forward by advancing fundamental research in all fields of science and engineering. With a fiscal year 2023 budget of $9.5 billion, NSF funds reach all 50 states through grants to nearly 2,000 colleges, universities and institutions. Each year, NSF receives more than 40,000 competitive proposals and makes about 11,000 new awards.
