Federal
Women Program

In October 1967, Executive Order 11246 was amended by adding sex to the other
prohibited forms of discrimination in Executive Order 11375. As a result, in
November 1967, the Civil Service Commission established the Federal Women's
Program (FWP) to enhance the employment and advancement opportunities of women.
In 1969, Executive Order 11478 integrated the FWP into the Federal Government
to address the underrepresentation of women and their employment concerns,
especially in higher grade levels and in certain job categories.
The objectives of the program are to create the legal, regulatory,
and administrative framework for achieving equal opportunity without
regard to gender, actively eliminate behavior, attitudes, customs,
and habits which have previously denied women entry and progression
into certain occupations, as well as, senior-level positions. The
program encourages women to compete for Federal employment and
to participate in training programs leading to career advancement.
It's designed as a result-oriented program maintained by an organizational
structure that provides direction and resources, assists in recruitment
activities to reach women candidates from all sources, ensures
that opportunities for upward mobility are identified and initiated,
assists in activities which will improve the employability of women,
and monitor the participation of women in merit promotion actions,
EEO complaints processing and all personnel activities that impact
on hiring and development.
