Dr. David Proctor is a AAAS Science & Technology Policy Fellow in the Office of Cyberinfrastructure where he assists in the management of research programs to develop software infrastructure.  Prior to becoming a fellow, David was a Research Associate with the Committee on Science, Engineering, and Public Policy at the National Academies, where he was also a Christine Mirzayan Science and Technology Policy Fellow.  David completed his postdoctoral research at the University of Dundee in Scotland, where he characterized the structure and activity of catalytic and regulatory RNA molecules.  While in the UK, David helped to establish the UK Research Staff Association to provide a collective voice for UK researchers, and he is currently involved in an international collaboration between communities of researchers from around the world.  David holds a PhD in chemistry from The Pennsylvania State University and a BS in biology and chemistry from Lock Haven University of Pennsylvania.
