Program Name: Summer Programs in Japan, Korea
and Taiwan for U.S. Graduate Students in Science and Engineering Short Description/Synopsis of Program: The Summer Programs in Japan, Korea and Taiwan provide U.S. graduate
students in science and engineering first-hand experience in Japanese,
Korean and Taiwan research environments, an introduction to the science
and science policy infrastructure of the respective countries, and
language training. The primary goals of the programs are to introduce
students to Japanese, Korean and Taiwan science and engineering in the
context of a research laboratory and to initiate personal relationships
that will better enable them to collaborate with foreign counterparts in
the future. The programs will last approximately eight weeks from June/July
to August, and are administered in the United States by the National Science

Background
Established in 1990, the Summer Institute is sponsored in Japan by concerned
government agencies and organizations and implemented by the Science and Technology
Agency of Japan (STA) and the Japan Science and Technology Corporation (JST). The Summer
Institute supports up to sixty students each year. Host institutions for the program
include government, university, and corporate laboratories in Tokyo and Tsukuba Science
City (located approximately 60 km northeast of Tokyo); host laboratories in other areas
may be considered on a case-by-case basis.

Support
NSF will provide airline tickets to and from Japan and an allowance of $2,500 to
each participant. This allowance is meant to compensate in part for loss of summer
employment. The Japanese government will provide accommodations as well as allowances for
food and professional travel within Japan. In Japan, the Japan International Science and
Technology Exchange Center (JISTEC) will provide logistical support for the Summer Institute.
Participants are responsible for providing their own insurance and for any additional
expenditures. Due to the intensive nature of the program, dependents are not permitted
to accompany participants during the eight-week program.
Background
Established in 1995 by the Japanese Ministry of Education, Science, Sports, and
Culture (Monbusho) as the "Research Experience Fellowships for Young Foreign
Researchers," the Monbusho Summer Program accepts up to 50 American graduate
students plus participants from France, Germany and the United Kingdom. The Monbusho
Summer Program shares the same primary objectives as the Summer Institute, but does
not offer language training except during the first week of orientation. The Monbusho
Program also places participants in different research settings. Under the Monbusho Summer
Program, participants can work in national universities or inter-university research
institutes throughout Japan, whereas in the Summer Institute participants are placed
primarily in government or corporate laboratories in the Tokyo and Tsukuba areas.

NSF will provide an allowance of $2,500 to each participant. This allowance is
meant to compensate in part for loss of summer employment. The Japanese government
will provide airline tickets and allowances for accommodations, food and professional
travel within Japan. In Japan, the Graduate University of Advanced Studies (Soken-dai)
will provide logistical support for the Monbusho Summer Program. Participants are
responsible for providing their own insurance and for any additional expenditures.
Due to the intensive nature of the program, dependents are not permitted to accompany
participants during the eight-week program.
Background
Started in 1995, the Summer Institute in Korea is sponsored in Korea by the Korea Science
and Engineering Foundation (KOSEF). Support for up to 20 U.S. graduate students is
provided. KOSEF has identified more than 50 potential host institutions, including
KOSEF-supported Science Research Centers and Engineering Research Centers, government
research institutes, private research institutes, and other institutions whose scientists
and engineers are eligible to participate in cooperative activities supported by KOSEF.
Participants in the Summer Institute will be assigned to host laboratories mainly in Seoul,
Daeduk Science Town (a suburb of Taejon), or Pohang; host laboratories in other areas may
be considered on a case-by-case basis.

professional travel within Korea. In Korea, KOSEF also will provide logistical
support. Participants are responsible for providing their own insurance and for
covering any additional costs. Due to the intensive nature of the program,
dependents are not permitted to accompany participants during the eight-week
program.
Background
Beginning in 2000, the Summer Institute in Taiwan operates in line
with the U.S.-Taiwan Relation Act (PL 96-8) and through cooperation between
NSF and the Taiwan National Science Council, which provides logistical
support in Taiwan. The Summer Institute in Taiwan shares the same primary
objectives as the other Summer Programs components, namely an introduction to
Taiwan science and engineering in the context of a research laboratory and the
initiation of personal relationships which will lead to future collaborations.
The program will support up to 10 U.S. graduate students. Host institutions include
a selection of national laboratories, central S&T units and research institutes,
universities and private sector research centers in Taipei and Hsinchu Science-Based
Industrial Park (approximately 100 km south of Taipei); host laboratories in other
areas may be considered on a case-by-case basis.

Support
NSF will provide airline tickets to and from Taiwan and an allowance of $2,500
for each participant. This allowance is meant to compensate in part for loss of summer
employment. The Taiwan National Science Council will provide accommodations and
allowances for food and professional travel within Taiwan. The Tsing Hua University in
Taiwan will provide culture and language orientation during the first week; for the
remaining seven weeks, the individual research and other activities of participants
will be managed by their respective host institutes. Participants are responsible for
providing their own insurance and for any additional expenditures. Due to the intensive
nature of the program, dependents are not permitted to accompany participants during the
eight-week program.
ELIGIBILITY
To be eligible for these programs, as of December 1 of the application
year, applicants must be:
APPLICATION PREPARATION & SUBMISSION INSTRUCTIONS
Application materials should be submitted directly to the NSF East Asia and
Pacific Program by the applicant; endorsement by an institution is not required.
Proposals are accepted once a year, beginning in November, and must be postmarked
by December 1. Applicants are responsible for verifying with the NSF East Asia and
Pacific Program that their application file is complete.
A complete summer program application consists of the following documents,
assembled in sequence:
1. Application Form (Part 1, pages 1-3) - The same forms are used for the
Summer Institute in Japan, the Monbusho Summer Program, the Summer Institute in
Korea, and the Summer Institute in Taiwan. Given that there are three countries
involved and the significant differences among the Summer Institutes and the Monbusho
Summer Program (the language component in particular), it is extremely important that
prospective applicants carefully consider the program to which they apply. Please
indicate by a check the appropriate program on page 1 of the application form.
Applicants wishing to be considered for more than one program should indicate their
preferences numerically on the application form. Program materials will be distributed
by regular mail and electronic mail to the addresses you indicate; please enter this
information carefully and correctly. Your current home mailing address cannot be your
institutional address.
2. List of Potential Host Institutions (Part 2) - Summer Institute in Japan
applicants should use Appendices I and II as a guide and should list at least one of
the non-university institutions listed in Appendix I. (Other institutions not listed in
Appendices I and II, exclusive of universities, may be considered for the Summer Institute
in Japan on a case-by-case basis.) Monbusho Summer Program applicants should use Appendix
III. (No other institutions can be considered for the Monbusho Summer Program.) Summer
Institute in Korea applicants should use Appendix IV. Summer Institute in Taiwan applicants
should use Appendix V. (Other institutions may be considered for the Summer Institute in
Korea and the Summer Institute in Taiwan on a case-by-case basis).
Applicants should list potential host institutions in priority order and
identify the specific research divisions of the programs that are of particular interest.
If known, give the names and complete contact information of the researchers that you
would like to be considered as your potential host. Indicate whether you have already
established contact with each researcher and/or institution, and provide copies of any
communication from the scientist offering to host you for the program. Significant
updates regarding host contacts should be provided immediately to the NSF East Asia and
Pacific Program. Although the information you provide on potential host institutions and
researchers will definitely strengthen your application and will assist in matching you
with an appropriate host, assignment to a specific laboratory cannot be guaranteed.
Matching of all students is done with consideration given to: 1) an individual’s stated
preferences regarding host institution; 2) the mix of host laboratories from corporate,
government, and university sectors, and; 3) the number of students located in different
geographical regions. Formal requests for laboratories to serve as hosts are made through
the appropriate ministries and agencies. Requests may be declined for a number of reasons,
and when this happens, we seek to arrange placement at a different laboratory. For this
reason, you are advised to list at least three potential host institutions. On the other
hand, you are cautioned that, should placement occur at any of the institutions you list, you
will be expected to accept placement unless there are truly exceptional circumstances.
3. Statement of Purpose (Part 3) - Explain your unique qualifications for
participation in the Summer Programs and list the benefits the program will provide to
your professional development. May not exceed one page.
4. Description of Current Research (Part 4) - Provide a summary of your current
research projects and interests. Please note that this information will be the basis for
assignment to an appropriate host laboratory and will be read by potential host scientists
in order to determine if there are common research interests. It is important to write the
summary for a technical audience and to identify in the process both a general field of
study and any specific research interests, especially those relevant to the Japanese, Korean
or Taiwan research environment. May not exceed one page.
5. Biographical Sketch - Provide professional and academic essentials, including a
list of publications, including those accepted for publication. May not exceed two pages.
6. Undergraduate and Graduate Transcripts - Unofficial copies are acceptable.
If enrollment in a master's or Ph.D. program is not explicitly indicated on the latest
transcript, attach a signed statement from the registrar's office attesting to current
status. Remember that for master’s degree students at least one full academic year of
study (two semesters or three quarters) must have been completed at the close of the
calendar year of program application.
Ten (10) copies of the complete application are required. In addition, the
following must also be provided:
1) A single copy of Information About Principal Investigators/Project Directors,
NSF Form 1225 (Appendix VI, and on the World Wide Web at:
http://www.nsf.gov/cgi-bin/getpub?form1225).
The information requested refers only to you, the student applicant.
2) Recommendation Forms (Part 5): One from applicant's research supervisor and
one from a faculty member or other individual qualified to comment on the applicant's
abilities and potential as a scientific researcher. Make copies of the recommendation form
to give to each referee. The research supervisor’s recommendation form should include the
initialed endorsement of the applicant's participation in the Summer Programs. The letters
must be mailed by the referees directly to the East Asia and Pacific Program at the address below.
All materials must be sent to the East Asia and Pacific Program at the address below and
must be postmarked by December 1.
APPLICATION EVALUATION INFORMATION
Applications for the Summer Programs in Japan, Korea and Taiwan
will be evaluated by a panel of experts for scientific promise and the
potential for contribution to future international collaborative activities.
The evaluation criteria include:
ADMINISTRATION INFORMATION
A. Notification of the Award.
Successful applicants will be notified by March of their nomination, and by May of
their formal placement at a foreign host institute. Participants should confirm that
they will have adequate time before departure for Japan, Korea or Taiwan to apply for and
receive a U.S. passport. Permanent U.S. residents should verify their ability to travel
without difficulty outside of the United States and to Japan, Korea or Taiwan. Holders of
valid U.S. passports do not require a visa for stays in Japan of less than 90 days.
Participants in the Summer Institutes in Korea and Taiwan will be required to obtain the
appropriate visas.
B. Award Conditions.
An NSF award consists of: (1) the award letter, which includes any special
provisions applicable to the grant and any numbered amendments thereto; (2) the
budget, which indicates the amounts, by categories of expense, on which NSF has based
its support (or otherwise communicates any specific approvals or disapprovals of
proposed expenditures); (3) the application referenced in the award letter; (4) the
applicable grant conditions, such as Grant General Conditions (NSF GC-1)* or Federal
Demonstration Partnership Phase III (FDP) Terms and Conditions* and (5) any NSF brochure,
program guide, announcement or other NSF issuance that may be incorporated by reference
in the award letter.
