The Arctic System Science (ARCSS) Program is an interdisciplinary program. The goal is to (1) understand the physical, geological, chemical, biological and sociocultural processes of the arctic system that interact with the total Earth system and thus contribute to or are influenced by global change, in order to (2) advance the scientific basis for predicting environmental change on a seasonal-to-centuries time scale, and for formulating policy options in response to the anticipated impacts of global change on humans and societal support systems. In order to achieve the goals of ARCSS an emphasis is placed on four scientific thrusts: Understand the global and regional impacts of the arctic climate system and its variability. Determine the role of the Arctic in global biogeochemical cycling Identify global change impacts on the structure and stability of arctic ecosystems. Establish the links between environmental change and human activity. DUTIES AND RESPONSIBILITIES: The incumbent for this position will be responsible for the long-range planning and budget development for the areas of science represented by the program or program cluster, the administration of the merit review process and proposal recommendations, advice on logistical requirements of scientists and the preparation of press releases, feature articles and material describing advances in the research supported, and coordination and liaison with other programs in NSF, other Federal agencies and organizations. Other duties and responsibilities include the following: · Manage program resources so as to provide optimal appropriate scientific judgment to insure integrity and consistency in the grant/declination process without conflict-of-interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists. · Visit, as appropriate, field sites and institutional facilities, science program organizational and management meetings, including meetings of scientific societies where results related to arctic research are presented. · Provide scientific expertise, evaluation and advice for other programs in NSF, especially Foundation-wide educational efforts, international programs, other research programs, and cross- directorate programs. · In consultation with the supervisor, prepare program budget and operating requirements and serve in a lead capacity for coordinating the budget request plan for the Office Director. · Represent the Program, Office and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions. QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D. or equivalent experience in a science discipline. In addition, at least six or more years of successful research, research administration, and/or managerial experience beyond the Ph.D. are required. QUALITY RANKING FACTORS: 1. Broad knowledge and understanding of scientific principles and theories applicable to the physical, biological and social sciences of the arctic system. 2. Research, analytical and technical writing skills in order to perform extensive inquiry into a wide variety of significant issues and make recommendations and decisions based on findings. 3. Skill in organizing, implementing and managing a program allocating resources to a broad spectrum of program goals. 4. Comprehensive knowledge and understanding of budget processes including developing, planning and budget formulation, presentation and execution. 5. Ability to provide leadership for the scientific community, other funding agencies and peers to effectively formulate and advocate program policies and plans.
