The National Science Foundation is seeking a qualified candidate for a position to be filled in the Research Experiences for Undergraduate Sites Program (REU), ADVANCE, GK-12, and Graduate Research Fellows Programs, Division of Experimental and Integrative Activities (EIA), Directorate for Computer and Information Science and Engineering (CISE), Arlington, VA. Selected candidate will be filled as a Program Director, AD-1550-4. The Division of Experimental and Integrative Activities promotes the development of experimental computer and communications research, furthers the evolution of multidisciplinary research involving CISE and other disciplines, contributes to the creation of a diverse personnel pool, carries out exploratory and prototype projects crossing organizational boundaries, operates special international activities, and supports special studies and analyses on issues affecting CISE disciplines. EIA plays a major integrative role in linking research and education through support for both CISE-specific and NSF-wide activities. Position will be filled on a one or two year Visiting Scientist Appointment, Temporary Appointment or under the terms of the Intergovernmental Personnel Act (IPA). Temporary and Visiting Scientist appointments will be made under the Excepted Authority of the NSF Act. For temporary appointments of more than one year, the usual civil service benefits (retirement, health and life insurance) are applicable. For Visiting Scientist appointments, individuals are in a non-pay leave status from the home institution and are appointed to NSF’s payroll as a Federal employee. NSF withholds Social Security and provides reimbursement for fringe benefits. For IPA assignments, the individual remains on the payroll of his/her institution and the institution continues to administer pay and benefits. NSF reimburses the institution for NSF’s negotiated share of the costs. Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers and qualified nonprofit organizations. The individual remains an employee of the home institution. The salary range, which includes a locality pay adjustment, is from $81,602 to $127,168 per annum depending on qualifications and experience. DUTIES AND RESPONSIBILITIES: Serves as Program Director for the Research Experiences for Undergraduate Sites Program (REU), ADVANCE, GK-12, and Graduate Research Fellows Programs located in the Division of Experimental and Integrative Activities. The incumbent of this position will be responsible for the following: · Maintaining a healthy balance of support for all the needs of the research and education enterprise either through program, division, directorate, Foundation, or interagency activities. · Manage program resources so as to provide optimal appropriate scientific judgment to insure integrity and consistency in the grant/declination process without conflict-of-interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists. Incorporate cross-directorate responsibilities into program administration. · Manage an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists. · Provide scientific expertise, evaluation and advice for other programs in NSF, including international programs, other research programs, and cross-directorate programs. · Advise and assist in the development of short and long-range plans, establishing goals and objectives for research programs. Plan the budget for the program/programs. Considering past, present and future years, allocate resources within that budget distributing scarce resources among major competitive programs, and manage post-award evaluation. QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D. or equivalent experience in computer science, cognitive science, neuroscience, psychology, or biology and significant experience in education. In addition, at least six or more years of successful research, research administration, and/or managerial experience beyond the Ph.D. pertinent to the above disciplines.
