National Science Foundation IPA Vacancy ANNOUNCEMENT NO: E200650033-IPA OPEN: 12/27/2005 CLOSE: 01/31/2006 THIS POSITION WILL BE FILLED UNDER THE TERMS OF THE INTERGOVERNMENTAL PERSONNEL ACT (IPA) The National Science Foundation is seeking a qualified candidate for the position of Program Director in the Science and Engineering and Information Integration Informatics (SEIII) Program in the Division of Information and Intelligent Systems (IIS), Directorate for Computer and Information Science and Engineering (CISE), Arlington, VA. The SEIII Program focuses on advancing the state of the art in the application of advanced information technology to science and engineering problems in specific domains, such as astronomy, biology, the geosciences, public health, and health care delivery. Since many scientific problems have common needs for information management and data analysis, the advancement of these technologies is central to SEIII. Similarly, within computer science, the study of complex distributed computer and network systems requires the collection and analysis of timely, accurate and reliable information. Although methods for the analysis of scientific data and information are supported by the program, a special emphasis is placed on domain-specific and general-purpose tools for integrating information from disparate sources. Such integration is a key step of many projects yet is rarely addressed in full generality. SEIII supports a group of projects within the program that will advance the understanding of technology to enable scientific discovery, and that will creatively integrate research and education for the benefit of technical specialists and the general population. This program also includes research in “Information Integration,” which focuses on the challenge of providing a uniform view to a multitude of heterogeneous, independently developed data sources. The goal is to free users from having to locate the data sources, interact with each data source in isolation, and manually combine data from multiple formats and multiple sources. The Division of Information & Intelligent Systems supports research and education that increases the capabilities of human beings and machines to create, discover and reason with knowledge by advancing the ability to represent, collect, store, organize, locate, visualize and communicate information. The Division contributes to interdisciplinary research on how observational data leads to discovery in the sciences and engineering. NSF reimburses the institution for NSF’s negotiated share of the costs. DUTIES AND RESPONSIBILITIES: All appointees are expected to function effectively both within specific programs as well as in a “team” mode, contributing to and coordinating with other Programs and Divisions in the Directorate, across the Foundation, and with other Federal and State government agencies and private-sector organizations. As Program Director, one is expected to: Direct the implementation, review, funding, post-award management, and evaluation of the program and contribute to its intellectual integration with other programs across the Foundation; Design and implement the proposals’ review and evaluation process; Select well-qualified individuals to provide objective reviews on proposals, either as individuals or as members of a panel; Conduct final review of proposals and evaluations, and recommend acceptance or declination; Manage and monitor on-going grants, contracts, interagency and cooperative agreements to ensure fulfillment of commitments to NSF; Evaluate progress of awards through review and evaluation of reports and publications submitted by awardees and/or meetings at NSF and during site visits; Contribute to the establishment of goals and objectives; Initiate new program thrusts and phase out mature fields of inquiry; Recommend new or revised policies and improve scientific, fiscal, and administrative processes to achieve organizational excellence. QUALIFICATIONS REQUIRED: Applicants must have a Ph.D. or equivalent experience in Science and Engineering Informatics or a comparable field of science. In addition, six or more years of successful research, research administration, and/or managerial experience in the above areas of research are required.
