    DEPARTMENTS.  FURTHERMORE, DOD STATES THAT MUCH OF ITS DEVELOPMENT  
    OBLIGATIONS ARE FOR MAJOR SYSTEMS DEVELOPMENT, THAT SUCH OBLIGATIONS
