These tables present the results of the National Science Foundation (NSF) FY 2006 Survey of State R&D Expenditures, conducted for NSF by the U.S. Census Bureau. The Census Bureau employed a methodology similar to the one used to collect data from state and local governments on other censuses and surveys.

The survey was distributed to more than 400 departments, agencies, commissions, and dependent entities within the 50 states, Puerto Rico, and the District of Columbia that were considered likely to conduct or fund R&D activities. Respondents that did not have qualifying R&D activity were not required to complete the questionnaire beyond a screening question. All states participated in the survey, and 416 of their agencies responded. Of those, 252 reported conducting or funding R&D in FY 2006. Respondents were requested to provide statistics on total R&D expenditures and amounts for internal and external performers, the original source of funds (federal or nonfederal), and the amount devoted to basic research activities. An additional question was asked on the amount of expenditures for the construction and acquisition of R&D facilities.

Because of differences in the survey populations, definition of covered R&D activities, and collection methods, the results of previous NSF surveys on state government R&D are not comparable with the statistics collected on the FY 2006 Survey of State R&D Expenditures.
