House VA, HUD Appropriators Recommend 6.2 Percent Increase for NSF

On Thursday, July 15, the House VA, HUD, and Independent Agencies Appropriations Subcommittee marked-up its FY 04 bill and provided NSF with $5.689 billion which is $329.1 million (6.2 percent) over FY 03. Within that increase the Research and Related Activities Account will grow from $4.056 billion to $4.306 billion, a $249.9 million (6.2 percent) increase. The Office of Polar Programs is increased by $25.07 million over the request to $355 million to accommodate unusual ice conditions in recent years. Individual Directorate funding levels are provided in the table below.

In the Major Research Equipment and Facilities Construction (MREFC) account the Subcommittee provided the requested level of funding for the Atacama Large Millimeter Array, the George E. Brown Jr. Network for Earthquake Engineering Simulation, the South Pole Station Modernization, and the National Ecological Observatory Network. Projects funded at less than the requested level include the Terascale Computing Systems ($10 million vs. $20 million request); EarthScope ($43.53 million vs. $45 million request); IceCube Neutrino Detector ($42 million vs. $50 million request). In addition, the Integrated Ocean Drilling Program, originally planned to begin in FY 05 is funded at $25 million.

The Education and Human Resources account is funded at $904.68 million, a $1.5 million increase over FY 03, or $33.3 million less than the FY 04 request. The Math and Science Partnership program is funded at $140.44 million, a 10 percent increase over FY 03, but less than the $200 million requested. The subcommittee added funding for EPSCoR (+$15 million above the request, to $90 million), the Informal Science Education (+$10 million above the request, to $60 million); Advanced Technology Education (+$6.84 million above the request, to $45 million); the Louis Stokes Alliances for Minority Participation (+$1.27 million above the request, to $34 million) and the Historically Black Colleges and Universities Undergraduate Program (+2.03 million to $22 million).

NSF's Salaries and Expenses account is increased by $32.78 million over FY 03 (to $225.7 million), which is $3.8 million less than the request. The National Science Board is provided $3.8 million, up $323,000 from last year. The Office of the Inspector General is funded at $10 million, $1.28 million over the requested level.

At the mark-up subcommittee members noted the difficulty they had in meeting the needs of the various agencies given the small allocation they had to work with. Chairman Walsh noted that NSF's increase, though larger than other agencies, was not what he had hoped for.
