For developing a method to provide a flexible new decision-support model applicable under conditions of uncertainty and limited available data that municipal or higher-level officials may use to manage infrastructure investments. In light of increased public expectations, competitive pressures and eroding federal funds, Garvins work will validate an approach on alternative investment strategies and procurement practices for multiple projects. His research and education activities involve students at the undergraduate and graduate levels, as well as web-based, multimedia curriculum models for middle-school students.
