Deputy Office Head:
Janis Coughlin-Piester

Janis Coughlin-Piester became the Deputy Office Head, Office of Budget, Finance and Award Management (BFA) on July 16, 2018, when she joined the National Science Foundation. Prior to becoming the BFA Deputy Office Head she worked for nine years at the Department of Health and Human Services (HHS) where she last served as the Director for Budget Policy, Execution, and Review in the Office of the Secretary. In this role, Janis was responsible for coordinating and integrating the work of HHS's 11 operating divisions and 16 staff divisions in the formulation and presentation of the HHS budget and performance targets and results; setting HHS-wide policy and processes for budget formulation and execution; liaising with the Office of Management and Budget and congressional appropriations committees; and leading activities related to assessing and improving program performance. Since 2013, Janis served as the HHS lead for preparing for lapses in appropriations and conducting orderly government shutdowns.

Janis started her Federal career at the Office of Management and Budget as a program examiner, served as the Budget Officer at the U.S. Small Business Administration (SBA) Office of the Inspector General, a Senior Legislative Affairs Analyst at SBA, and was a Senior Appropriations Liaison at the U.S. Department of Homeland Security.

She has a Master's Degree in Public Policy Analysis and a Bachelor's Degree in Political Science from the University of Rochester. Janis is a graduate of the HHS Senior Executive Service Career Development Program.
