Chief Financial Officer and Office Head:
Janis Coughlin-Piester

Janis Coughlin-Piester is a member of the Senior Executive Service with more than 23 years of US Federal government service at five Executive Branch agencies ranging from large Cabinet-level departments to smaller independent agencies. She is the Chief Financial Officer and Office Head, for Budget, Finance and Award Management at the National Science Foundation (NSF). In this role she oversees one of two business operations units supporting the NSF mission and $9 billion annual budget. She is responsible for budget, financial management, enterprise risk management, financial assistance and acquisition policy, procurement and grant award actions, award monitoring and audit resolution, and large scientific facilities oversight.

Prior to becoming the CFO, Ms. Coughlin-Piester served as the BFA Deputy Office Head for four years. She has also worked at the Department of Health and Human Services, Office of Management and Budget, Department of Homeland Security, and the Small Business Administration. She has extensive expertise with the federal budget and appropriations processes, policy development, strategic communication, performance management, and leadership.

Ms. Coughlin-Piester holds a B.A. in Political Science and an M.S. in Public Policy Analysis from the University of Rochester. She resides in Arlington, VA with her husband and two children.
