Filbert Bartoli to lead NSF Division of Electrical, Communications and Cyber Systems

Fil Bartoli begins his term as NSF division director

NSF has selected Dr. Filbert "Fil" Bartoli of Lehigh University to serve as division director of the Division of Electrical, Communications and Cyber Systems in the Directorate for Engineering. Bartoli, who begins his NSF term today, is currently Chandler Weaver Chair and professor and department chair of electrical and computer engineering at Lehigh.

"The Directorate for Engineering is honored to welcome Dr. Bartoli, who brings deep expertise and distinguished leadership to NSF," said Acting Assistant Director for Engineering Grace Wang. "His understanding of research frontiers and national challenges will greatly benefit the community we serve."

Bartoli spent much of his career at the Naval Research Laboratory (NRL). During 1993-2000, he led the advanced materials section in the optical sciences division. Earlier, he spent 8 years as head of the sources and effects section and nearly 15 years as a research physicist. During 1986-2000 he also was a technical agent for the Ballistic Missile Defense Organization.

He left NRL in 2000 to join NSF, where he served as a program director in the Division of Electrical and Communications Systems for five years before moving to Lehigh.

Bartoli’s research has focused on creating photonic, plasmonic, interferometric, and microfluidic technologies to develop biosensors, solar cells and new tools for biomedical discovery and other photonic applications. He has published more than 340 technical papers and holds 20 patents and 1 license.

Bartoli earned his bachelor’s and master’s degrees in electrical engineering and his Ph.D in physics at Catholic University of America. He is an active member and Fellow of OSA and IEEE and recently served as editor in chief for the IEEE Journal of Selected Topics in Quantum Electronics.

The Division of Electrical, Communications and Cyber Systems (ECCS) promotes fundamental research in device and component technologies, power, controls, computation, networking, communications, and cyber technologies to support the integration and networking of intelligent systems.
