National Science Board will hold a hybrid meeting May 9 – 10, 2023

The meeting will include a panel discussion with the 2023 Waterman and National Science Board Vannevar Bush and Science & Society Awardees

The National Science Board (NSB) will hold a hybrid meeting May 9 – 10, 2023 to address science and engineering policy issues relevant to the National Science Foundation (NSF). The meeting agenda and Sunshine Act Notice provide details.

8:30 – 10:20 a.m.                            OPEN SESSIONS

After NSB Chair Dan Reed and NSF Director Sethuraman Panchanathan provide opening remarks, the board will vote to approve the February 2023 Open Meeting Minutes. The National Center for Science and Engineering Statistics will discuss the 2023 report, Women, Minorities, and Persons with Disabilities, and the Committee on Equal Opportunities in Science and Engineering will provide a response to the report’s findings. NSB’s Science and Engineering Policy Committee will report on its activities, including a discussion on the Quadrennial Review mandated by the CHIPS and Science Act.

From 10:35 – 11:35 a.m. there will be a panel featuring the 2023 NSB Vannevar Bush, Alan T. Waterman, and NSB Science and Society awards recipients. NSB member Dorota Grejner-Brzezinska will moderate a discussion with this year’s six awardees:

Richard Garwin, a world-renowned physicist (Vannevar Bush Awardee)

Natalie King, a science educator at Georgia State University (Alan T. Waterman Awardee)

Asegun Henry, a mechanical engineer at the Massachusetts Institute of Technology (Alan T. Waterman Awardee)

William Anderegg, a biologist at the University of Utah (Alan T. Waterman Awardee)

Simil Raghavan, senior program officer with the National Academies of Engineering, representing EngineerGirl (Science and Society Awardee)

Margaret Honey, CEO of the New York Hall of Science, representing the New York Hall of Science (Science and Society Awardee)

The open plenary will reconvene from 12:35 – 1:05 p.m. with an NSF update on the Sexual Assault and Harassment Prevention Report.

The Board will then move to a closed session from 1:05 – 3:55 p.m. Agenda items include: NSB Chair’s remarks, approval of February 2023 Closed Meeting Minutes, continuation of the NSF update on the Sexual Assault and Harassment Prevention Report, NSF Director’s remarks, and an update on the NSF Engines. During this timeframe, the Committee on Strategy will also hold a closed meeting where it will receive an update from NSF on the FY25 budget.

8:30 – 9:05 a.m.                              OPEN SESSION

NSB Chair Reed will provide opening remarks followed by a report from the NSF Office of Inspector General on an overview of the office and its responsibilities.

From 9:05 a.m. until 10:25 a.m. the Board will meet in closed sessions. Closed agenda items include a report from the Committee Awards and Facilities on: the Antarctic Infrastructure Recapitalization program, the National Center for Atmospheric Research Operations and Management award, the Ocean Observatories Initiative Operations and Management award, the National Ecological Observatory Network Recompeted Operations and Management award, the Antarctic Research Vessel Integrator, renewal of Laser Interferometer Gravitational-Wave Observatory (LIGO) Operations and Management Award, and the Arecibo Record of Decision.

10:40 a.m. - 11:55 a.m.                 OPEN SESSIONS

The plenary open session will begin with committee and commission reports. First, the Committee on External Engagement will report on its STEM talent engagement and Science and Engineering Indicators 2024 engagement plans. The Committee on Oversight will move to approve the Overview to the Merit Review Digest. The NSB-NSF Merit Review Commission will provide a workplan and timeline update.

The open plenary session will reconvene from 1:00 – 1:30 p.m. with Working Group Reports from the Socioeconomic Status group and K-12 STEM Education Exploratory Group. The open plenary session will end with a vote to move into the Executive Plenary Closed Session.

The Executive Plenary Session will run from 1:30 – 3:00 p.m. It will begin with the NSB Chair’s Opening Remarks followed by approval of the February 2023 Executive Plenary Closed Meeting Minutes, Executive Committee Elections, discussions on the nominations for the NSB class of 2024 – 2030, NSF Director’s remarks, and, finally, the NSB Chair’s closing remarks.
