Title : FDP-EPAT Specific Requirements 4/96 Type : Grant Conditions NSF Org: OD / LPA Date : April 24, 1996 File : fdpepat U.S. ENVIRONMENTAL PROTECTION AGENCY FDP Agency-Specific Requirements April 1996 The following constitutes the EPA specific requirements which are necessary to supplement the FDP General Terms and Conditions: (1) Pursuant to EPA Order 1000.25, dated January 24, 1990, the recipient agrees to use recycled paper for all reports which are prepared as a part of this agreement and delivered to the Agency. This requirement does not apply to Standard Forms. These forms are printed on recycled paper as available through the General Services Administration. (2) The Project Manager will attend an annual EPA Research Grant Seminar, if asked by EPA, to present and discuss the project. (3) If the recipient's method of payment is through the Automated Clearing House (ACH), the following term and condition applies: By accepting this agreement for the electronic method of payment through the Automated Clearing House (ACH) network using the EPA-ACH payment system, the recipient agrees to: * Request funds based on the recipient's immediate disbursement requirements by presenting an EPA-ACH Payment Request to your EPA Servicing Finance Office (see EPA-ACH Payment System Recipient's Manual for additional information). * Provide timely reporting of cash disbursements and balances in accordance with the EPA-ACH Payment System Recipient's Manual; and * Impose the same standards of timing and reporting on subrecipients, if any. Failure on the part of the recipient to comply with the above condition may cause the recipient to be placed on the reimbursement payment method. (4) In accordance with EPA's policy on the utilization of socially and economically disadvantaged individuals and disadvantaged business enterprises (DBE) in procurement under assistance programs, and the Clean Air Act Amendments of 1990 (if this is a Clean Air Research project), the recipient agrees to: * Ensure to the fullest extent possible that at least 8% (or 10% for a Clean Air Research project) of Federal funds for prime contracts or subcontracts for supplies, construction, equipment or services are made available to organizations owned or controlled by socially and economically disadvantaged individuals. * Include in its bid documents a requirement that prime contractors and subcontractors meet the same requirement as noted in the above paragraph. * Follow the affirmative steps stated in OMB Circular A-110, Section 44(b). * Submit a SF-334 "MBE/WBE Utilization Under Federal Grants, Cooperative Agreements, and other Federal Financial Assistance", to the EPA Award Official by October 30 of each year to report on the progress made toward meeting the fair share objective.
