Dr. Filbert Bartoli joined NSF in July 2016 as Director of the Division of Electrical, Communications and Cyber Systems (ECCS) in the Directorate for Engineering. He is a Professor in the Department of Electrical and Computer Engineering at Lehigh University in Bethlehem, PA. He guides the ECCS Division in pursuit of its goal to promote fundamental research in device and component technologies, power, controls, computation, networking, communications, and cyber technologies to support the integration and networking of intelligent systems. Before joining ECCS as Division Director, he was Chandler Weaver Chaired Professor and Chair of the Lehighs Department of Electrical and Computer Engineering for eleven years. From 2000 to 2005, he was a Program Director in the ECCS Division at NSF. Prior to that he worked at the Naval Research Laboratory in Washington DC as the Head of the Advanced Materials Section in the Optical Sciences Division. His research activities focus on photonics technologies, covering a broad range of topics such as infrared sensors, inorganic and organic optoelectronics, semiconductor physics, quantum well devices physics, MWIR semiconductor quantum well diode lasers, and nonlinear optics. His current research area includes nanophotonics and plasmonics for biosensors, solar cells, and other applications. His research publications include over 320 technical papers and over 20 patents.

He is a Fellow of OSA and IEEE, and served IEEE Photonics Society as an elected member of the Board of Governors, as Vice President for Finance and Administration, and Editor-in-Chief for the IEEE Journal of Selected Topics in Quantum Electronics. He received the 2014 IEEE Photonics Society Distinguished Service Award, and served on the IEEE Fellow Evaluation Committee from 2014 to 2017.
