Biography:

Dr. Benson is the Lead Analyst for Indirect Cost Rate Negotiation within the Cost Analysis and Pre-Award (CAP Branch), Division of Institution and Award Support (DIAS), within the Foundation’s Office of Budget, Finance, and Award Management (BFA). Dr. Benson has been with the Foundation since February 2012 during which time she has been responsible for a broad range of pre- and post-award oversight functions.

 

As Lead Analyst, Dr. Benson oversees the indirect cost rate negotiation process for the approximately 100 organizations for which NSF holds rate cognizance. The CAP Branch is responsible for negotiating and issuing indirect cost rates for these awardees, who are required to regularly submit proposals to update their indirect cost rates. Meghan also addresses indirect cost rate negotiation and application-related questions received from both internal and outside stakeholders, and serves as NSF’s representative on inter-agency indirect cost rate working groups. Prior to joining NSF, Dr. Benson was a Grants Officer for the Title III, Part B (Strengthening Institutions – Historically Black Colleges and Universities) program at the U.S. Department of Education.

 

Dr. Benson holds both a B.M.E. and M.M.E. in Music Education from the University of Illinois in Urbana-Champaign, and has completed graduate work in biblical and theological studies from the Talbot School of Theology at Biola University (La Mirada, CA). She earned her doctorate in worship studies (with distinction) from the Robert E. Webber Institute for Worship Studies in Jacksonville, FL.
