Victor L. Velez is a Grant and Contract Cost Analyst at the Resolution and Advanced Monitoring (RAM) Branch, Division of Institution and Award Support (DIAS), within the Foundation's Office of Budget, Finance, and Award Management (BFA). Victor began his career at NSF in October 2016. Victor's primary duties consist of pre-award reviews to evaluate the adequacy of the accounting systems and the financial capability of organizations recommended to receive NSF funding. Victor's other duties range from indirect cost rates negotiations, participation in audit resolutions, and conducting post-award monitoring activities.
Before joining NSF, Victor worked at the Defense Contract Audit Agency (DCAA) for over six years starting as an Auditor and later becoming a Supervisory Auditor. Victor is also a veteran of the US armed forces, serving with the US Army and US Navy guard and reserve components.
Victor holds a Master of Business Administration and a Bachelor of Business Administration-Accounting from the Interamerican University of Puerto Rico. Victor is a Certified Fraud Examiner (CFE) and member of the Association of Federal Fraud Examiners. Victor is also a licensed Certified Public Accountant (CPA) in the Commonwealth of Virginia.
