Explanation of Outside Activity
I have been currently collaborating with [redacted: CoC] University as Visiting Professor for many years. I was recently informed that I was nominated as a [redacted] under the [redacted] initiated by the government of [redacted]. As part of this honor, I will receive remuneration from [redacted: CoC] University for services rendered in the following categories:
- Assisting with development of undergraduate and graduate courses
- Delivering lectures on special topics to undergraduate and graduate students
- Co‐advising graduate students on MS and/or PhD theses
- Coordinating and assisting other faculty in development of research proposals funded by agencies in [redacted: CoC]
- Assist in international collaborative activities
My role in delivering the above services will be that of a "Consultant." I will be assigned office space at [redacted: CoC] University as "Distinguished Visiting Professor" and payment for the services will be issued directly by the University.
The services listed above will be carried out within the scope of allowed outside activities in terms of both time and resources. I will spend no more than 30 days during the academic year and an additional 20‐30 days during the summer to fulfill the above listed tasks. The commitment will not impact my current duties (teaching, research and service) at [redacted: U.S.] since all travel to [redacted: CoC] will be scheduled during breaks, long weekends or in combination with international travel to conferences in [redacted: CoC].
Potential Benefits of the Proposed Activity
The proposed activity is an academic endeavor that can be considered to lie within my scope of duties as a faculty member at [redacted: U.S. Univ.]. The proposed activity will result in collaborations leading to several of the following benefits:
- Participation in collaborative research with funds from [redacted: CoC] (Note: [redacted: CoC] University currently has experimental facilities that are not available in [redacted: U.S.] and can be used in collaborative research proposals submitted to the US NSF).
- Publication of joint peer‐reviewed papers in international journals
- Facilitating visiting scholars (PhD students and faculty) to [redacted: U.S. Univ.] using funds from [redacted: CoC]
- Visibility of [redacted: U.S. Univ.] in [redacted: CoC] leading to increased pool of qualified applicants at both Undergraduate and Graduate levels

In order to implement the major strategic initiative of innovative county building, put forward in the [redacted: CoC] we give priority to bringing in a number of strategic scientists and talents in the field of science and technology who are able to make breakthroughs in key technologies, develop high-tech industries, and/or promote new subjects as to implement the strategy of building up the strength of [redacted] with talented people, in accordance with the national development strategic goals.
According to the national policies and relevant school regulations, such as the [redacted] raised by the [redacted], and the ''Notice on the views of the general office of the state council in transmitting the institutional units' employment system" ([redacted], raised by the general office of the state council), the three Parties should sign the following contract and comply with the provisions, in accordance with the principles of voluntary, equality and reaching unanimity through consultation.
Article 1. Term
The term of this agreement is: approximately three years, commencing on [redacted] and expiring on [redacted]. The contract is renewable upon the mutual agreement by the three parties, three months before the expiration.
Article 2. Position and obligation
- Party A agrees to appoint Party C at the faculty of Party B, as the [redacted].
Objectives and tasks of Party C
1. Objectives
The team with leadership of Party C will supervise a series of tasks in education, theory, experiments, and engineering technologies closely focusing on the research field of [redacted].2. Tasks
1. Education:
(1) assist in development of 1~2 bilingual or English teaching core courses for undergraduate and graduate students; (2) present seminars twice a year for undergraduate, postgraduate students and international students; (3) co-advising graduate students.
2. Scientific research:
(1) During the term, on behalf of Party A, the team shall, independently or joining forces with existing other teams, seek research projects on key national projects [redacted].
(2) Publish technical papers in high level international academic journals of relevant field, with Party A included in the affiliation.
3. Subject and team construct:
(1) Organize and provide consultation to the "[redacted]" academic research center made up of 4 people, which includes 1 high-level Scholar and other members recruited by Party C. The team shall make efforts to work with others to seek research funding in [redacted].
(2) Advance collaboration and cooperation with internationally renowned universities, research institutes and academic organizations to further improve the academic status of Party B.
(3) Assist and provide guidance to Party B to achieve goal of establishment of [redacted] or [redacted].
Article 3. Reimbursement
- Expense assistance
Provide Party C necessary living expense assistance as required during the stay of Party C in [redacted: CoC]. - Additional Reimbursement
Party A provides Party C [redacted] per month, based on actual time spent in carrying out the tasks associated with this agreement. Payments associated with expenses such as per diems, dependent education, personal travel, etc. are excluded from local taxation. Party C is responsible for paying taxes on earned income in country of citizenship.
Article 4. Rights and obligations
- Rights and obligations of Party A and Party B
(1). Provide supervision to Party C according to the national laws, codes and regulations of the [redacted: CoC] and evaluate the achievement and performance of Party C at midterm, the end of year and on the expiration of the contract. Render for Party C comfortable research and living environment.
(2). Party A shall provide Party C necessary condition and research funding through Party B, to facilitate the above listed tasks of Party C.
(3). Party A draws overhead from Party C 's Scientific Research Funds credited into account according to the national related regulation, and allows depletion cost of fixed asset as stipulated, totally up to 30% of the funds credited into account. - Right and obligation of Party C
(1). Party C shall strive to execute the duty, accomplish the tasks, achieve the goals, under the supervision and administration of Party A and Party B.
(2). Abide by state laws and regulations, observe all the rules and regulations formulated by Party A and Party B. The teaching and scientific research achievements obtained by Party C during the period as part of this obligation including published work or any awards shall bear the names of Party A in addition to other institutional affiliations of Party C.
(3). Participate in insurance according to the relevant provisions of [redacted: CoC] [redacted] social insurance.
(4). Party A is allowed to draw overhead from Party C's Scientific Research Funds credited into account according to the national related regulation, and allows depletion cost of fixed asset as stipulated, totally up to 30% of the funds credited into account.
Article 5. Modification, dissolution, termination and renewal of contract
- In the event of Force Majeure that the contract could not be performed, the contract may be altered or canceled upon the consensus of the parties through consultation.
- Dissolution of contract
The contract may be canceled if the parties reach a consensus through consultation.
Article 6. Annex
- Party A and Party B acknowledge that Party C, has pre-existing obligations to disclose all inventions conceived by Party C, or reduce to practice, to the [redacted] and assign to the [redacted] that intellectual property resulting from activities that involve [redacted] research funds, facilities, or commitments to others, or that relate to Party C’s scope of employment.
- Party A shall have the right to lay down rules and regulations as prescribed by national and regional laws, and shall inform Party C. Party C shall be aware of and carry out responsibilities in accordance with the rules and regulations.
- Other issues left unmentioned in contract such as the modification, dissolution, termination or renewal of contract, service term, etc. should be subject to the state policies, regulations and relevant regulations of [redacted: CoC].
- On condition of the modification of relevant state law and regulations, be subject to the new one.
- Any supplementary articles should be settled by the three parties and have the same authority with the articles in this agreement.
- The contract has the same authority if the name of Party B is modified for operational needs.
- This agreement will have 3 copies with both [redacted] and English version, one each for Party A, Party B and Party C, respectively.
- This agreement shall become effective upon the signing by all three parties.
