Updates to NSF Research Security Policies

On July 10, 2025, NSF issued an Important Notice providing updates to the agency's research security policies, including a research security training requirement, Malign Foreign Talent Recruitment Program annual certification requirement, prohibition on Confucius institutes and an updated FFDR reporting and submission timeline.

Funding

The POSE program offers two funding pathways. Phase I allows teams to propose specific activities to scope and plan the establishment of an open-source ecosystem. Phase II funds the establishment and expansion of a sustainable open-source ecosystem and a distributed community of intellectual content developers to ensure the ongoing development of the underlying open-source product, with the aim of addressing current or emergent national, societal or economic needs.

A Phase I award is not a prerequisite for submission of a Phase II proposal.

Types of awards

Phase I – Open-source ecosystem scoping and planning

  • $300,000 for up to one year.
  • Scoping and planning activities that will inform the development of Phase II proposal, specifically in relation to:
    • ecosystem discovery.
    • organizational and governance models.
    • open-source ecosystem infrastructure.
    • community building.

Phase II – Establishment and expansion

  • $1.5 million for up to two years.
  • Establishment and growth of the open-source ecosystem, including:
    • establishment of an organizational and governance model.
    • establishment of continuous development, integration and deployment infrastructure.
    • implementation of a long-term strategy for community building.
    • clear sustainability goals with a corresponding evaluation plan.

Eligibility

POSE funding is available to:

  • Institutions of Higher Education (IHEs): Two- and four-year IHEs, including community colleges, accredited and located in the U.S., acting on behalf of their faculty members.
  • Non-profit, non-academic organizations.
  • For-profit organizations: U.S.-based commercial organizations, including small businesses, with strong capabilities in scientific or engineering research or education and a passion for innovation.
  • State and local governments: state educational offices or organizations and local school districts.
