A new section providing information on NSF's Public Access Policy was added to the Proposal & Award Policies & Procedures Guide (PAPPG), Part II, Award and Administration Guide (AAG), Chapter VI.D.2.c, Public Access to Copyrighted Material. See https://www.nsf.gov/pubs/policydocs/pappguide/nsf16001/aag_6.jsp . The policy also is referenced in Chapter VI.E.1 on publication and distribution of grant materials.
