Information for Proposals with International Collaborators

Proposals submitted to the U.S. National Science Foundation as part of a lead agency opportunity or similar mechanism should follow the following instructions for international collaborators who are the equivalent of senior or key personnel.

Information on personnel requesting funding from the foreign funding agency participating in a lead agency opportunity or similar funding mechanism is to be provided as specified below.

Personnel requesting funding from the foreign funding agency participating in a lead agency opportunity should not be listed on the cover sheet of the NSF proposal. The cover sheet information is for administrative purposes only and is not intended to characterize the level or value of the contribution of these individuals to the project.

If the specific funding opportunity to which you are submitting provides different instructions regarding information on international collaborators, you must follow those instructions.

Individuals are reminded not to submit any personal information in the biographical sketch. This includes items such as: home address; home telephone, fax or cell phone numbers; home e-mail address; driver's license number; marital status; personal hobbies; and the like. Such personal information is not appropriate for the biographical sketch and is not relevant to the merits of the proposal. NSF is not responsible or in any way liable for the release of such material.

Information beyond what is noted below should not be provided. Except where noted, there is no page or character limit to these documents.

1. List of all personnel requesting funding from the foreign funding agency participating in a lead agency opportunity – Required.

Upload the following information in the order noted as a single PDF in other supplementary documents. Clearly label the document as "Personnel requesting funding from [insert name of foreign funding agency participating in this lead agency opportunity]."

1.1. For the equivalent of senior/key personnel (as defined in the NSF Proposal & Award Policies & Procedures Guide (PAPPG) Exhibit II-3) requesting funding from the foreign funding agency participating in the lead agency opportunity, list:

  • Name
  • Email address
  • Organizational affiliation
  • Organization's location
  • Role in the proposed project

1.2. For each organization requesting funding from the foreign funding agency participating in a lead agency opportunity, list the total budget requested, expressed in USD and the currency of the foreign funding agency participating in the lead agency opportunity. This should be a single number per requesting organization, not the full budget or budget justification. Guidance on submission of the full budget and the budget justification is provided in a separate section of the relevant lead agency opportunity's publication.

1.3. If additional collaborators from countries not participating in this lead agency opportunity are engaged in the proposed project, please provide the information listed in item 1.1 above for them in a separate single PDF in other supplementary documents. Clearly label the document as "Listing of additional international personnel." The total budget number requested for these collaborators is not required.
 

2. Biographical Sketch – Required for anyone who is the equivalent of senior/key personnel and requesting funding from the foreign funding agency as part of a lead agency opportunity. Senior/key personnel are defined in the PAPPG Exhibit II-3. Upload a PDF of the biographical sketch separately for each individual in the other personnel biographical information section, following the instructions below. Clearly label each document with the individual's name and "Biographical Sketch."  

2.1 Identifying Information 

  1. Name: Enter the name of the senior/key person (last name, first name, middle name, including any applicable suffix).
  2. Open Researcher and Contributor ID (ORCID ID)   (Optional): Enter the ORCID ID of the senior/key person.
  3. Position title: Enter the current position title of the senior/key person.

2.2 Organization and location 

  1. Name: Enter the name of the primary organization of the senior/key person.
  2. Location: Enter the city, state/province and country where the primary organization is located. If the state/province is not applicable, enter N/A.

2.3 Professional preparation 
Provide a list of the senior/key person's professional preparation (e.g., education and training), listed in reverse chronological order by start date. Include all postdoctoral and fellowship training, as applicable, listing each separately. Also include the baccalaureate degree or other initial professional education.

For each entry, provide:

  • The name of the organization.
  • The location of the organization: Enter the city, state/province and country where the organization is located. If
  • the state/province is not applicable, enter N/A.
  • The degree received (if applicable).
  • The start date of the degree or fellowship program.
  • The month and year the degree was received (or expected receipt date).
  • The field of study.

2.4 Appointments and positions 
Provide a list, in reverse chronological order by start date, of all the senior/key person's academic, professional or institutional appointments and positions, beginning with the current appointment (including the associated organization and location). Appointments and positions include any titled academic, professional or institutional position, whether or not remuneration is received, and whether full-time, part-time or voluntary (including adjunct, visiting or honorary).

Senior/key personnel must only identify all domestic and foreign professional appointments and positions outside of the primary organization for a period of up to three years from the date the proposer submits the proposal to NSF for funding consideration.

For each entry, provide:

  • Start date: YYYY
  • End date: YYYY
  • Appointment or position title
  • Name of organization
  • Department (if applicable)
  • Location of organization: city, state/province, country

2.5 Products 
Provide a list of: (i) up to five products most closely related to the proposed project; and (ii) up to five other significant products, whether or not related to the proposed project, that demonstrate the senior/key person's qualifications to carry out the project. It is up to the individual to determine how best to organize this listing to demonstrate their ability to carry out the project.

Acceptable products must be citable and accessible, including but not limited to:

  • Publications, conference papers, and presentations.
  • Website(s) or other Internet site(s).
  • Technologies or techniques.
  • Inventions, patents, patent applications and/or licenses.
  • Other products, such as data, databases or datasets, physical collections, audio or video products, software, models, educational aids or curricula, instruments or equipment, research material, interventions (e.g., clinical or educational), or new business creation.

Each product must include full citation information, including: 

  • Names of authors.
  • Product title.
  • Date of publication or release.
  • Website URL.
  • Other persistent identifier (if available).
  • Other relevant citation information (e.g., in the case of publications, title of enclosing work such as journal or book, volume, issue, pages). 

If any of the items specified above are not applicable, enter N/A.

Senior/key personnel who wish to include publications in the products section of the 
biographical information that includes multiple authors may, at their discretion, choose to list one or more of the authors and then "et al" in lieu of including the complete listing of authors' names.

3. Collaborators and other affiliations (COA) information – Required for anyone who is the equivalent of senior/key personnel and requesting funding from the foreign funding agency as part of a lead agency opportunity. Senior/key personnel are defined in the PAPPG Exhibit II-3. NSF uses this information to manage reviewer selection and avoid potentially disqualifying conflicts of interest. COA information is not shared with reviewers. Upload a PDF of the COA information for each individual separately in the single copy documents section using the COA template used for the U.S. principal investigator. Clearly label each document with the individual's name and "COA."

4. Synergistic activities – Not required. This senior/key personnel document is only applicable to individuals requesting funding from NSF, not international collaborators.

5. Current and pending (Other) Support – Not required. This senior/key personnel document is only applicable to individuals requesting funding from NSF, not international collaborators.

6. Results from prior NSF support – Not required. This section of the proposal, project description, is only applicable to individuals requesting funding from NSF, not international collaborators.
